ONE LIFE, ONE NEIGHBORHOOD
AND THE ACCESSIBLE IN-BETWEEN
That perfect way for accessible development is
located in Norfolk.  Norvella Heights is limited by
I-64 on the west side and Military Highway on the
east side.  Norview Ave demarked its north side
and Azalea Acres Rd closed its south side.   A
traditional neighborhood attacked by development
and commercialization.  The area is close to the
Norfolk International Airport, the Botanical Garden,
Military Circle Mall and two major Military
installations; therefore, is a great place to save.
Another reason why I chose this location was its
STARTING POINT: Context
relationship with independent living communities.  As I showed before, these communities are
located along major roads or highways and are closed to commercial areas.  I will try to
demonstrate the necessity for other elements to create an environment in which the elderly can
stay and participate in the community.  As we know, accessibility is the main key of this
investigation.  The original houses in Norvella Heights were built during the 1950’s.  Currently,
you can see many modifications to the structures, but one of the most important and
significantly visible are the ramps on the front lawns; another aspect that makes the
neighborhood a great investigation area.
